The "China Telegraph" was started at a time when the older papers were very bitter in their attacks upon Sir J.P. Hennessey, and it has retaliated by counter attacks specially upon Mr Price, and upon the Harbour department, and lately has criticized, in terms more violent but hardly less forcible, Sir G. Bowen's acting Governor and treatment of Mr Hayward & Mr Horpool. See, for instance, the copy annexed of the mail supplement for 19 July, containing a serious charge against the Harbour Department, which they would do well to investigate, if they think there is the slightest foundation for it.
