Earth conservancy will be adopted for the closets and the latter as well as the urinals will be portable like those used in Belgian and German Cities and will not be connected with any drain or sewer, but will be emptied and cleansed by hand, by the Government scavenging Contractor once every 24 hours, an hour before day-light.
All floors and walls of the urinals and closets will be made impervious by being rendered with Portland Cement to a smooth and polished surface. Soap-suds and waste-waters from the Lavatories will escape into the proposed new public
