It seems I have done the back ground work to the best of my ability. The matter comes with a distinct & confusing aspect.
The Governor has not waited for the announcement of the pressions departed late, but has announced that the name of Hong Kong's school is changed from "Central School" to "Queen's College". The name may be approved without reference to the Queen, I think, because as Sir George Bowen mentioned, the sanction was given retrospectively. (Her Majesty's name was given to the town years ago, and the college name follows the common usage as in the case of Cheltenham College & school, which are named after Cheltenham town & places.)
Someone carried out the same task for GR1178/1922/32(III) on Aug 31, and a work authorized by the S. Government was done ago! To proceed.
