that Chinese subjects might take telegraph cables to Penang and Singapore, to the outer edge of the harbour. This is identical with the concession that has been granted by the Imperial Chinese Government to the Eastern Extension Australasia and China Telegraph Company, at the ports of Swatow and Foochow.

In conclusion, I take the liberty of pointing out to Your Excellency that the Imperial Chinese Government is in favour of the Chinese Telegraph Company connecting their line with that of the Eastern Extension Australasia and China Telegraph Company's at Hongkong; and that should a concession be given to the Chinese Telegraph Company granting them permission to land their cable and to work the same without connection with the Government Telegraph or other Administration a privilege will be granted to the Chinese Telegraph Company which has been refused
