Excellency the Governor for the requisite permission to lay a

cable from the Chinese mainland

across the harbour and to land

the same at a convenient place on this Colony thereby enabling the Company, to complete direct telegraphic communication between Hong Kong and the Provincial capital of Canton. Although this permission

has been repeatedly refused by

the Government the last refusal being contained in

a letter from the Acting Colonial

Secretary dated 28th February 1888. I most respectfully beg to

point out that no reasons for such refusals have ever been given to the Company, thereby

preventing it from contradicting them in the proper manner, and I venture to express the

hope that if His Excellency the

Governor or the

Colonial Secretary would be pleased to intercede with the Secretary

of State on behalf of

the Company, the Government might be

induced to grant a permission without which the working of

the new line cannot become

satisfactory neither to the Public nor to the promoters of the undertaking.
