Moreover, Hong Kong, again like Gibraltar, is an important outpost of the British Empire, and an admirable centre for observation of the neighbouring countries. But, at the present time, it is feared that there are as few Englishmen at Hong Kong who know (or care) what is really going on in China, as there are Englishmen at Gibraltar, who know (or care) what is really going on in Spain.
