that it is analogous, in many respects, to the French Gendarmerie and to the Royal Irish Constabulary, and that it is expected to give efficient support to our weak garrison in the event of foreign attack, or serious internal disturbance, - it is obvious that it should have the advantage of being drilled by a Military Officer, either as Superintendent, or Adjutant. All experience shows that nothing is more useless, and that nothing may become more dangerous than an armed Force under imperfect discipline.

Captain Dempster has entered upon his duties as Superintending- Officer, and is giving complete satisfaction to the Government.

I have the honour to be My Lord, Your Lordship's Most Obedient Humble Servant,

S. Bowen
