presenting boys must testify to their inability to pay $1. a month, and to their good character.
Candidates (4) That in the event of unsuccessful candidate failing to qualify for each promotion; or in cases of gross misconduct or of irregular attendance, the head master be authorized to take such boys off the Roll.
(5) That there never be more than 12 boys at one time enjoying this Government bounty.
(6) That the Examination be held on the opening of the Central School after the Chinese New Year holiday annually; and that a special examination be held this year after the Midsummer Vacation.
The expense to the Government would be this year $16, the next year $80, ever afterwards $120 per annum; which would only show itself in a small decrease in the annual return of school Fees which average $4000.
