every European woman if entering the Colony does so of her own free will and accord); and non-European women (these being subject to Medical Examination).
2. There are also Chinese women inhabiting Registered Brothels for use of Europeans only, on condition of their undergoing Medical Examination. These women are all registered by the Registrar General, the terms on which they are permitted to live in these houses being explained to them and their willingness to agree to them ascertained. Therefore in these cases the examination can hardly be called compulsory.
These are the arrangements for native prostitutes under this Ordinance.
The third class are European and American women, professional prostitutes, who come here in the exercise of their profession, who before coming into the Colony are perfectly aware of its regulations regarding prostitution, and knowing that they will be subject to Medical Examination, come of their own free will, aware that they will be compensated by the money they can make.
