2. There is a great difference between the shy brothels here and the shy brothels in Canton. In Canton, when a house is suspected to be a shy brothel, the neighbours have power to order the private watchmen and tipao to send the tenants away; and, if the tenant refuse to quit, they will appeal to the Authorities to have the house sealed up, and this is very injurious to the landlord. When the Chinese take a house, it is put down in writing that the house must not be used as a shy brothel, or gaming house, or as a store for contraband goods, so as to prevent the tenants committing an offence which will result in their house being sealed up. But in Hong Kong, there is really no difference between a public brothel and a sly brothel. One is called a public brothel, because it is registered, and the other a sly brothel, because it is not registered. The only difference is that a public brothel rents out a house and pays a fee, while a shy brothel does not. It seems to the writers that the Government should not condescend to receive fees from these mean and low-class people.
