An in my own opinion
it is necessary that the present system of registration
And supervision should be continued; Otherwise
there can be no check
and control
On the buying of women for immoral purposes. Every day's
experience convinces
me that much is done,
and
still
much
very much remains to be done, in this direction. As regards
the medical examination, I am of opinion that it also is necessary.
The
Circumstances of the Colony are very peculiar. Vessels from all parts
of the world, and especially from eastern ports, where disease is rife, Are Constantly Arriving here; and I am afraid that if examination were dispensed with, the
Colony
would revert
to the sad state of things
which prevailed in the
earlier
days.
I do not
take into account in
any way the Civil population of the Colony
