As it is not allowed for young girls to stay in registered brothels, the various mistresses, who buy girls that have not yet arrived at puberty, put them in sly brothels, where they lose their chastity. If sly brothels are abolished, it will follow that the buying of girls to act as slave girls and the forcing of slave girls to become prostitutes will be infrequent, and thus the prohibition of sly brothels by the Registrar General will be second to none among administrative measures. All respectable persons are without exception delighted at the measure and declare its excellence.
