It will doubtless occur to any observing that there are more than 1000 prostitutes in the Colony not medically examined at all to ask. If ⅚ of them are not common prostitutes of the Colony examined medically at all why keep up the system for the other sixth; and if there is any good sanitary reason for examining the 200 odd why not extend it to the larger number? The answer is to Chinese visitors from the Coast and Canton as well as to Residents. They have their constant customers. The girls in these places hope to be their wives. If disease is known to be caught in these places the house would be much damaged in reputation - Hence I believe the women are sent off to the Country if found diseased - The houses frequented by sailors and soldiers. They are only here a short time. A prostitute will earn money as much as she can. The man suffers and goes away. Hence that the women of "the Native Brothels" are to the Foreign soldier and sailor as if they were virtuous women. They have nothing to do with Foreigners - Of the better classes 23 to 40 in one house, which are well known to Restaurant or Inn.

As long as human nature is what it is it is only practical to protect these, the legislature have thought it necessary to protect other matters.
