11. At present there are some 12717 registered prostitutes in this Colony. Of these, over 1000 are in "Registered Native Brothels," duly inspected by the Police, but the inmates (for the reasons already given) are not subjected to medical inspection - I shall call this class A for the purpose of reference. About 290 other Chinese women, and Japanese, live in "Registered Foreign Brothels", and are subjected to medical inspection periodically. As already observed, these women are examined, and if found diseased, they are detained in Hospital until their condition is cured. It is a condition of their being registered that they submit to medical examination periodically; and they produce a certificate that they are free from disease before being registered. These brothels, it will be remembered, admit only males of nations other than China. We may call this class B.
The remainder are mostly Continental, Australian, or American, or women from Macao, who do not live in Brothels, but register as prostitutes under a section corresponding to sections of the Imperial Act of 1866. This class may be called class C. The Class B women can be, and are as nearly as possible, perfect volunteers, as has been stated. Class A is by far the most numerous – they are free from all medical inspection for the reason that Foreigners do not consort with them, and need no protection against disease from them; and when they are suffering from disease, they are sent to Canton.
