as I understand is (/) to confine prostitution to brothels i.e. to collect the source of mischief into centres where it may be effectually dealt with (2) to regulate the brothels and their inmates so that they may be free from disease.

The peculiar customs and habits of the people here have made it quite possible to work in this way, and practically the great proportion of prostitution is confined to brothels. A great deal of what is urged against a system that renders it difficult to get all the prostitutes into brothels unless they are placed under medical inspection when they are there.
