I have the honour to acknowledge the receipt of Your Lordship's despatch 1991 of the 11th May ultimo, transmitting, for my consideration, a copy of a despatch from my Right Honourable predecessor, the Earl of Derby, to Her Majesty's Principal Secretary of State for the Colonies,
