The Committee concur in this resolution, which is as follows:--

(a.) That the Secretary of State be asked to reconsider the question of a further Postal Contribution from the Revenue of this Colony.

(b.) That the Colony is prepared to pay a fixed total annual sum of £4,000 from February 1st, 1880, towards the loss of the Imperial Government on the mail Contract, it being clearly understood that the former fluctuating payment of about £3,000 a year is to cease from the above date.

(c.) That the attention of the Secretary of State be especially called to the fact that the above proposed payment will absorb the whole annual profit on working the Post Office, which profit is mainly derived from local postage and is unconnected with any subsidised mail line.

(d.) The Committee then take into consideration a recommendation of the Governor that an extension of the Praya Wall should be carried out in front of the properties belonging to the Military and Naval Authorities; and that the foreshore should be filled in, a portion being reserved for a boat-lock. The cost of this work has been estimated by the Surveyor General at $230,000.

The Committee also consider the correspondence noted in the margin from the Secretary of State on this subject dated 1877, from which it would appear that it was considered desirable that joint action should be taken by all the Departments concerned.

The Committee consider that the proposed work would be a great public improvement which is necessary for the commercial development of the Colony, and that its execution should be undertaken by the Civil Government subject to a fair share being contributed by the Military and Naval Authorities in front of whose land a considerable extent of valuable property will be reclaimed.

The Committee think, however, that the Sanitary Works, voted are of much more urgent importance and should be undertaken in the first instance; but as they apprehend that the consideration of the proposal for the extension of the Praya will occupy much time before the works can be commenced, they express the opinion at once that the cost should be voted and negotiations entered into with the Military and Naval Authorities without delay.

The Chairman adjourns the Committee sine die.
