I have now the honour to forward for Your Lordship's favourable consideration the inclosed Report of the Proceedings of the Finance Committee of the Legislative Council which (it will be remembered) is a Committee of the whole Council.

These Proceedings include a Report from the Auditor General the Honorable M. Murray, C.M.G., showing the ways and means for carrying out the proposed works.

Many of the above works will be reproductive directly, and nearly all of them will be reproductive indirectly, and in the best sense, that is, by improving the health and prolonging the lives of the population in which (to quote the words of Sir Chadwick's Report, page 4.) "the death rate is high, while the average age at death is low."
