All the objections raised

by the Secretary of State have been

fully dealt with in

in my previous

Despatch A320 of 1883 and its enclosures. With reference to paragraphs

2 and 3

of

the Colonial Office Despatch

No. 78 I would observe that not

only did the constables state that they were promised the privileges

of remitting, but they also asserted that they were

informed that their pay would be the equivalent
