I would ask permission to repeat a recommendation made in my despatch No.3 of the 22nd April ultimo, that the conditions of service for the English constables, which may be finally sanctioned by Your Lordship, should be printed in full; and that all men enlisted henceforth should be required to sign them, with the object of preventing complaints and disputes on their arrival in the Colony. As will be seen from Mr. Marsh's Memorandum, (Enclosure 1), great discontent has been manifested, especially by the last batch of recruits, who allege that the conditions of service and the real value of their pay and allowances were not fully explained to them on their enlistment.
