funds for the protection of their lives and property, desire, above all things, that sufficient remuneration may be offered to secure the contented service of first-class English constables, who should, as a rule, be selected from the Metropolitan or some other established Police Force in England." It is believed that the proposed payment will secure good and trained men; but, if this is found to be otherwise, it should be increased.
It has been pointed out to me by the Captain Superintendent that, except in very special circumstances, no married constables should be sent out, for it is very difficult to find here proper quarters for them.
It will be recollected that the non-commissioned officers and Inspectors of the entire Police Force are, as a rule, chosen from among the English Constables.
6. It may be observed that the small increase in the annual cost of the Hong Kong Police which will be occasioned by the adoption of the above recommendation of the Colonial Government and Legislature, will be nearly met by the recent abolition of the Office of the Deputy Superintendent; and
