instructions, which being in
print can be easily furnished.
By the existing instructions
the Auditor is enjoined
to examine the abstracts of
the different Departments with a view
to payment by the Treasurer #1847
this is a rule that in many
Colonies cannot be, and is not
now carried out. Payments due
on the last day
of the month would,
if this rule be strictly observed,
occasionally have to be deferred for
several days, which delay would
cause great personal inconvenience
and give rise to complaints from
those whose salaries are small
such as Police Constables, Gaol
...
as on 23rd September 1878.

The preparation of
abstracts for Departments that are
desirous to have them returned
as soon as possible, must necessarily
be a hurried operation having
to be completed in a few days,
and errors must sometimes
pass unperceived which a
more careful audit, made after payments, would at once detect. Indeed a post-audit seems to
be almost a necessary
sequence of hurried pre-audit.
