With regard to the reclamation of Causeway Bay, which is accurately described in the enclosed article, I may mention that, with the advice of the Executive Council, I have already decided and that the plans upon it are in course of preparation, and will shortly be forwarded for Your Lordship's consideration. It is indeed marvellous that this "reeking cesspool", which poisons the air around it, and renders impossible the residence of Europeans in its neighbourhood, has not already produced a severe epidemic. This work will be re-productive as the reclaimed land will be valuable; and is estimated to cost less than ten thousand pounds (£10,000) out of our invested reserve fund of two hundred and fifteen thousand pounds (£215,000).
