It was obviously of vital importance that the new Sanitary Board in conjunction with the Executive Council, should, without delay, prepare the Governor to make regulations having the force of law, for the purpose of carrying out the most urgent measures of sanitation, which Mr Chadwick, in his exhaustive Report (page 5), has declared to be absolutely necessary for the immediate benefit of the Public Health, without waiting for the necessity to be demonstrated by the irresistible logic of a severe epidemic.

3. It will be understood that the above-mentioned pressing object (i.e., to authorize the issue of Sanitary Regulations having the force of law), is that which dictated the drawing up of the enclosed Ordinance; its unanimous adoption by the Colonial
