2. I have to point
out however that the
Ordinance appears to
be unworkable as it stands,
and that would suggest
that the definition of "Company" in S.4
should be altered so as to include the promoters.
It does not appear that the Act can
be brought into operation without amendment
inasmuch as the power to construct
and maintain the tramways
is conferred upon the "promoter" but
upon "the Company"
in Section 4
who are defined as the assignees
of the "Promoters"
and therefore
it does not appear
the Act can
be brought
into operation without amendment
I am of opinion that
