89 dying on board vessels arriving in Hongkong when in the opinion of the Harbour Master goods and effects do not exceed $100 in value Provisions might be inserted in Ordinance requiring the Master of any vessel arriving in Hong Kong to hand over to the Harbour Master or some officer of his department the goods and effects of any passenger who has died on board the ship during the voyage and requiring the Harbour Master or one of his officers to take possession of such goods and effects and.

(a) if he thinks they are worth more than $100 hand them over with all the information that he has obtained about the deceased person that may be useful in administering the estate to the Official Administrator,

(b) if he thinks they are not worth more than $100. do the best he can after such notices and advertisements as he thinks necessary, to distribute them amongst the persons entitled.
