I agree in the main with the suggestions of the Chief
Justice so far as they go, excepting small estates of seamen
and passengers dying from the operation of
8 of
1860.
At present the Ordinance
I think too that the Administration of such estates
would probably be better and more conveniently carried out by
some officer whose duties are connected with vessels arriving
in port, such as a police or
an officer of the Harbour Master's office.
