Ordinance empowering the

Harbour Master to receive

and distribute the

deceased

property of

passengers to a limited amount without payment of stamp duty. If the Harbour

Master considered it necessary another Ordinance might

be

passed directing all passengers

on

steamers or other vessels

coming to Hong Kong to register the deaths of passengers, to take charge of their effects and to submit such Registers

and to hand over deceased

passengers' effects to the Harbour Office immediately

upon

their arrival in the

waters of the Colony. Such

latter Ordinance would have however I believe to be

submitted for

approval to the Secretary of State under the Colonial Office regulations and it is quite possible that necessity exists at present
