to be dealt with by him as Official Administrator and the parties concerned should be told to apply to the Registrar at once.
I mentioned in my Report that I thought that these duties might be undertaken either by the Harbour Master or the Police. Upon reconsideration I think the duties ought to be undertaken by the Harbour Masters. The duties, if undertaken by the Police, would have to be undertaken by the Inspector of the Water Police and he is not naturally the officer to communicate with the masters and officers of British and Foreign ships as the Harbour Master nor could he naturally be given the necessary control.
I have no doubt that if it were necessary in England to provide specially for the distribution of the property of deceased passengers, officers holding a similar position to the Harbour Master here would be the officers selected for the performance of such duty as they have been selected for the purpose of taking charge.
