The Starbour Master might even be empowered to apply to the Tungwa Hospital Committee for a report as to what should be done in any particular case, but I do not think that the Tungwa Hospital Committee ought to be called upon to take upon themselves entirely the responsibility of the collection and distribution of deceased passengers' estates. If the Estate should exceed in value the amount with which the Starbour Master is permitted to deal, effects should be forwarded immediately to the Registrar
