There seems to me to be difficulty whatever in
the Harbour Master dealing with these cases. In all well-regulated passenger steamers,
as soon as a passenger dies,
an inventory is made and his property belonging to him is taken possession of by the officers of the ship; boxes are sealed up.
There seems to me no reason why, if necessary, an Ordinance should not be passed compelling this course to be adopted.
The Harbour Master should deal with respect to all classes of passengers. The Governor is the only officer who can decide whether there is or not any necessity for such an enactment, and if any such enactment were made, it seems to be the only proper officer that would be directed to see that it was carried out.
