Starbour Master as it seems to me is to the prester Officie communicate with the officers the ship in a matter of this sort and not a subordinate officer of a body like the Tung Wah Hospital Committee nor do I think that the officers of a steamer would care to be made responsible officially to turn in formation to the Tung Wah Hospital Committee or to wait upon such a body to furnish them with information. The Tung Wah Hospital is a charitable institution & although the Committee is incorporated yet such a Committee is a fluctuating body being annually elected and is responsible only to the subscribers of the Hospital. The present Committee may be very willing to undertake the duties but the Committee for ensuing years may not be willing to do so especially if they found that it brought them into collision with European Officers and seamen.
