It would be better, I think, if the change sanctioned in paragraph 10 is made by legislation rather than by rule of Court as it is not one of the matters for which rules are authorized to be made under the Supreme Court Ordinance, Section 54.
I have no further suggestions to make at present regarding paragraphs 17.

I have the honour to acknowledge receipt of your letter No.8767 of 12th April enclosing Minutes relative to the Administration of deceased passengers' estates and asking for my views on the subject.
I do not think that in the very large majority of cases, the taking out of letters of Administration is necessary. There can be no use, as it seems to me,
