With regard to Paragraph 12 the accounts of the Official Trustee are included in the general books of the Court.

With regard to the percentage mentioned therein I have suggested one per cent. Whatever amount is determined on, legislation authority must be obtained as the present ordinance fixes on ... to be paid.

With regards to Paragraph 15 it is useless, for many years to come, to expect suitors in the Summary Court to provide themselves with stamps beforehand. They do not know what fees they have to pay until they have inquired and it is no doubt a convenience both to the suitors and to the Officials in attendance to let them have the stamps without sending them to another office for the purpose of obtaining them.

I think it would be advisable to introduce as soon as possible special stamps for the Court fees through the Crown Agents. The Chief Justice has stated that he would like to have stamps to the nominal value of $20,000, though the stamps would not correspond to the exact amounts required. We shall need to think about the denominations of the stamps required.

They can be combined e.g. by having stamps of the following denominations: 5 cents, ...
