With respect to the other points raised in Your Lordship's despatch, I have submitted them to the Chief Justice for his report, which I have now the honour to forward. I am disposed to agree with him that the percentage paid to the Department of the Official Trustee should be fixed at one per cent of the annual receipts. If this arrangement meets with Your Lordship's approval, I will cause the necessary Bill to be laid before the Legislative Council.
With reference to Enclosure paragraph 15, it will be observed that the Chief Justice does not consider that the suitors in the Summary Court will, for many years to come, provide themselves with stamps beforehand, and though efforts will be made to establish a gradual progress in that direction, it would be well not to entertain sanguine expectations as to the result. From a note appended to the Chief Justice's report, it will be seen that no special stamps are at present required.
