"The Puisne Judge Clerk now acts as Clerk of the Summary Court, being detached from the Deputy Registrar - who will be able to fix his undivided attention to office work"; and which seemed to mean that the Deputy Registrar was not expected to attend in the Summary Court at that time – but since Mr. J. Bowen now that the Judge only takes the place of the Deputy Registrar – when that officer is unavoidably absent.

I think this interpretation is quite satisfactory -
