I am directed by His Excellency the Governor to inform you that you are charged with the offences detailed in the annexed Schedule.
These charges rest upon complaint and report by the Captain Superintendent of Police, dated the 10th instant, and upon the Acting First Clerk, Mr. Lam Pak-mi.
