# SERVICES EXCLUSIVE OF ESTABLISHMENTS

(2.) Read: Letter No. 96 of the 19th instant, from the Surveyor General, asking for the following votes for the organization of a Sanitary Staff for carrying out the recommendations of the Secretary of State, conveyed in Despatch No. 256 of the 8th December, 1882:

Sanitary Staff-Salaries from 1st April to 30th November, 1883,-

1 Sanitary Inspector, at $220 per month, $1,760.00 Chinese Clerk and Interpreter, at $40 per month, $320.00 1 Senior Inspector of Nuisances, additional salary at $15 per month, $120.00 1 Coloured Watchman for Peak District, at $30 per month, $240.00 6 Head Watchmen, at $2 per month each, $96.00 36 Watchmen, at $1 per month each, $288.00 Chair Allowance to Sanitary Inspector, at $24 per month, $192.00 Chair Allowance to Senior Nuisance Inspector, being difference between the sum now drawn by him at the rate of $12 and $24 per month, $96.00 Office Contingencies at the rate of $100 per annum, $66.65

The Committee find that an item of $1,000 was provided in the Estimates for 1882 for this service; but that it had lapsed owing to the Launch having been completed only this year.

The Committee recommend that the amount of the Bill be voted.

(6.) Read: Letters Nos. 58 and 81 of the 14th ultimo and 10th instant respectively from the Captain Superintendent of Police, forwarding applications from Acting Sergeant EDWARDS, and Constables SIMMONS, GIDLEY and JENKINS, for allowances in lieu of quarters.

The Committee find that the Captain Superintendent recommends the following rates, which they consider reasonable, and recommend that the same be voted, namely:-

Acting Sergeant EDWARDS, $15 per month. Constable SIMMONS, $12 GIDLEY, $12 JENKINS, $12

The Committee consider the amounts reasonable, and recommend that the sum asked for be voted.

(3.) Read: Letter No. 106 of the 20th ultimo from the Harbour Master, forwarding a report by the Government Marine Surveyor on the State of the Steam Launch Victoria, accompanied by a tender from the Hongkong and Whampoa Dock Company for thoroughly repairing the launch, including the supply of a new boiler, at a total cost of $1,550.

The Committee find that the Harbour Master recommends this repair, and that a sum of $700 has already been voted by them for this service on the 13th ultimo. They therefore recommend the additional vote of $850, which they consider reasonable.

(4.) Read: Secretary of State's Despatch No. 24 of the 25th January last, authorizing a personal allowance of $840 per annum to Dr. WHARRY, on condition that the $30 per month received by him under the Contagious Diseases Ordinance be withdrawn.

As this increase is to date from the 1st January last, Dr. WHARRY will have to refund any money drawn by him under the Contagious Diseases Ordinance, since the 1st January.

(5.) Read: A letter from the Secretary of the Hongkong and Whampoa Dock Company enclosing an account for $4,500, being the cost of the Health Officer's Steam Launch.

(7.) Read: An application from Nuisance Inspector CLEAVER, dated the 18th instant, for a passage to England for himself and his wife.

The Committee find that had Mr. CLEAVER remained in the Police Force he would have been entitled to passages at the cost of the Government. The Committee further find that Mr. CLEAVER has lost his health in the service of Government, that he is entirely destitute and unable to get away from the Colony, and that his remaining here would be a burden to the Government.

The Committee therefore recommend that a sum of $332 be voted for this service.

(8.) Read: Despatch No. 26 of the 25th January last, from the Secretary of State, authorizing the expenditure of a sum of $8,000, for Quarters for the Superintendent of the Government Civil Hospital.

The Committee consider the amount reasonable, and recommend that the same be voted.

(9.) Read: A letter from the Surveyor General, dated the 23rd instant, applying for a re-vote of the sum of money recommended by the Committee on the 7th November last, for repairing the damages caused by a landslip in the Glencaly ravine of the New Garden.

The Committee find that a sum of $1,200 was voted by the Legislative Council in 1881, but that the work has not yet been undertaken.

The Committee therefore recommend a re-vote.
