9. I inclose the remarks of the Chief Inspector, in reply to the offer made Storrs Pool, in the concluding paragraph of your letter. The comparison of the pay of the Chief Inspector and First Clerk has been previously made, and I then pointed out that consideration had been paid to the different terms on which the respective officers were entitled to pensions, to the fact that the former officer has quarters, uniform, and special indulgences, such as leave and passage, are not enjoyed by the First Clerk.
