I believe Mr. Strospool to be a meritorious Officer; but, like all the other Inspectors of the Police Force, he has risen through the rank of Inspector; and is not considered by The Chief Magistrate to possess the general education, and other peculiar qualifications necessary for the difficult and delicate Office of Commandant.
We have allowed but little experience of a mixed Police Corps in a heterogeneous, unruly, circumstance to be had.
It has been remarked here, and I believe that English gentlemen are not always successful in dealing with brutal races.

Your Lordships state that "while fully conscious of the necessity for maintaining the strength and efficiency of the local Police Force, you fail to see that this purpose will be effected by retaining an appointment" (that of Deputy Superintendent, vacated by the promotion of Mr. Creagh), "the duties attached to which are sufficient to employ the time and attention of its holder".
