I have the honour to acknowledge the receipt of Your Lordship's dispatch 2227 of the 20th ultimo, respecting the Police Force of Hongkong.
2. The Superintendent, Mr. W. Deane, has requested me to submit to Your Lordship the enclosed letter from him to the Colonial Secretary, showing explanation as to the reasons, connected with the state of his health, which forced him to apply for leave of absence last year.
I believe Mr. Deane to be a very competent and zealous Officer. He was originally one of the Cadets selected in England for the Civil Service, and he has acquired the Chinese language.
But his health, like that of most Inspectors who have resided for many years in the exhausting climate of Hongkong, is much shaken, and it is to be feared that he will be obliged frequently to visit Europe under medical advice.
3. I also transmit copy of a letter from Mr. Storrspool, from which it appears that he declines the terms offered him in Your Lordship's dispatch under reply.
It is understood that he contemplates an early return to England.
