Government. For obvious reasons, that correspondence, much of which is of a confidential character, should be always in the custody of an Englishman, unconnected personally with the native community. The Colonial Secretary (M. March) and Treasurer and Postmaster General (M. Lister) have, with my approval, made the arrangement detailed in the inclosed Memorandum, by which part of the duties of Rs. Ravens will be relieved in the Colonial Secretary's Office provisionally, until I shall have received Your Lordship's decision on my despatch No. 85 of the 24th March, strongly recommending, in accordance with the advice of the Executive Council, and for the reasons assigned, the appointment of Mr. Lockhart to the Office of Assistant Colonial Secretary.
