This should be acknowledged with reference to the former paper which you have; but if an Assistant Colonial Secretary is appointed I should be inclined not to allow Sir G. Bowen to fill up one of the junior clerkships with a cadet: it should be filled up from among the clerks. No passed cadet can be hereafter attached temporarily to the office of Colonial Secretary unless necessary.
