When a vacancy occurs in the chief clerkship it may be found necessary to appoint a cadet to it, provided that it is not then considered possible to continue the two offices of chief clerk and assistant colonial Secretary: but I should be glad to learn, rather than that arrangements had been made to obviate any necessity for appointing cadets to the minor clerkships, as I wish those posts to be reserved as far as possible for the class of men who have for the most part entered the service.
