The Colonial Secretary has no Assistant to replace him when absent on leave or engaged, though the work in his Department has, like all others, very considerably increased, as may be seen on reference to the Comparative Statement of the Years 1872-1882.

12. What is urgently required, in my opinion, and to avoid the confusion that the combination of duties entails, is the separation of the duties of Colonial Secretary and Auditor; and the appointment of an Assistant Colonial Secretary, who can take the place of the Colonial Secretary when absent, and also assist in the regular duties of the Office, especially in the correspondence with the Colonial Office in London – I would refer on this point to the language of the despatch from the Secretary of State of August 27th, 1879.
