I wish it to be clearly understood that in recommending, on public grounds, this new appointment, I am not actuated by any desire to save myself labour. I shall, in event, continue here as in every my previous Governments to write with my own hand, all important despatches to the Secretary of State, and also to the General Commanding the Troops at Hong Kong, and to the Admiral Commanding the Naval Forces on the China Station. But few Governors have strength enough to be equally energetic in so depressing a climate.
