Appointments may be given to duly qualified persons from outside the Civil Service; the Caders having a preferential claim when they possess the necessary legal or other knowledge.
The appointments of First Clerk to the (1) Court office, (2) Treasury, (3) Surveyor General's Department, (4) Harbour Master's Office, (5) Post Office, (6) Colonial Magistrate, (7) Police Department are generally efficiently filled by natives of Hongkong; who have prospects to look forward to in entering the Civil Service of the Government. The better posts are attainable by them.
Governor to Secretary of State
It should be brought to the notice of intending entrants to the Civil Service that competitive examinations, in which paramount importance ought, for various reasons, to be attached to the English Language, laws, history, and literature, will be held on 1st and 2nd April next.
