In the Secretary of State's despatch of 15 December paragraph 6, the Envoy is requested to prepare a list of the appointments which, in his opinion, might be reserved in future for these Cadets, when they have passed their final examination.
Joining careful enquiry and thought, I beg to submit for Your Lordship's consideration the following general list. It is to be clearly understood that this list should be regarded as comprising those places from which (a) the Cadets are merely eligible, i.e. the Official Secretariatship; (b) the Cadets have a preferential claim, i.e. the other places mentioned.
The experience of all practised Administrators is that no absolutely fixed rule should be laid down for the future.
