"the qualifications for administering Governments possessed by Colonial Civil Servants serving in the grades below that of Governor or Lieutenant Governor,

I am to state that during the last ten years, Colonial Civil Servants promoted from those grades have held, and most of them do now hold, Governments of the first rank as well as others.

Seeing therefore how deeply the interests and welfare of the most important, as well as the less important, Colonial possessions of the Crown are involved in a careful and well-considered selection from the ordinary Colonial Civil Service of the persons best adapted to promote the objects of good government throughout the Colonial Empire, Lord Carnarvon would not be at liberty to forego any opportunity afforded by temporary vacancies, of obtaining the best guidance, that of actual experiment, of Governors in his choice.
