(4.) When the General has been temporarily administering Government, he goes back on the return of the actual, or on the arrival of the new Governor, to his proper and independent Military sphere. On the other hand, the return of the Colonial Secretary, after filling the highest place, politically and socially, in the Colony, to a subordinate position, places both him and the Governor, in a somewhat trying relation; and has led, in former years, to dissensions very damaging to the interests of the Public Service. I desire, however, that it may be distinctly understood that no remark in this despatch is intended to apply to the present Colonial Secretary, Mr. Marsh, to whose ability and discretion in the Administration of the Government, I have already borne willing testimony; and whose loyal conduct towards myself personally will always be remembered with the most friendly respect. Nothing can be further from my intention than to recommend any change affecting the interests of Mr. Marsh while he retains the office which he now holds.
